What buyers are actually assessing

Tender writing in the UK is an exercise in evidence, not persuasion. Commissioners score your response against published criteria, so every answer needs to show how you deliver, who is accountable, what happens when something goes wrong and how you know the outcome was good. A care tender submission adds a further layer: the buyer is testing whether your service is safe, well-led and sustainable at the price you have quoted.

Before writing anything, read the specification, the evaluation methodology and the pricing schedule together. If a method statement is worth 20% and the word count is capped, that tells you how much detail the buyer expects and where your effort belongs.

Get your evidence base ready first

Most weak submissions are not badly written; they are under-evidenced. Assemble your supporting material before the deadline pressure starts:

  • Current policies and procedures, dated and version controlled
  • Staffing model, rotas, supervision and training records
  • Safeguarding, complaints and incident handling processes with recent examples
  • Quality assurance data: audits, surveys, outcome measures and improvement actions
  • Insurance, accounts, accreditations and registration details
  • Mobilisation and business continuity plans

Writing answers that score

Structure each response around the question's own language. Mirror the wording, answer every sub-part in order, and use short paragraphs and headings so an evaluator can find the point quickly. A reliable pattern is: state your approach, describe how it works in practice, name who is responsible, give a concrete example, then explain how you measure and improve it.

Replace generalised claims with specifics. "We are person-centred" scores nothing; "care plans are co-produced with the person and reviewed every six weeks, with changes signed off by the registered manager" is assessable. Keep every claim truthful and supportable, because commissioners can and do ask for proof at contract award.

Compliance and pricing pitfalls in care tenders

  • Missing mandatory documents or exceeding word and page limits
  • Pricing that ignores travel time, on-costs, sickness cover or National Living Wage uplifts
  • Copy-pasted answers that reference the wrong local authority or service model
  • Uploading after the portal clock closes: submit at least 24 hours early
  • Unanswered clarification questions that would have changed your approach

A workable timeline

Allow the first fifth of the window for reading and clarification questions, the middle for drafting against the scoring criteria, and the final fifth for review, compliance check and upload.
